Ask first, then complain. You have the right to ask the Municipality whether the works are permitted, and they have ten working days to answer (Law 9097). With that answer — or with their silence — the complaint stands on its own.
Useful context: in July 2025 the Comptroller General reported that Talamanca issued more than 1,400 permits in two years with no valid regulatory plan, and that at least 27 works in 2024 had no licence, no approved drawings and no inspection. If the Municipality does not act, that finding is what supports the next rung.
